Kerry Powery Appointed Director General Of National Weather Service

Chief Meteorologist Kerry Powery has been appointed Director General of the Cayman Islands National Weather Service, following an internal recruitment process. He assumed the position today, 1 September 2026.

The appointment marks a significant leadership transition for the National Weather Service, following the retirement of Director General John Tibbetts at the end of August, after more than 41 years of dedicated service.

Mr Powery brings nearly 30 years of experience within the National Weather Service to his new role. He began his career in the Aeronautical Information Services Unit within the Civil Aviation Authority in July 1995, started meteorological training in January 1997 and formally joined the Weather Service as a qualified forecaster in 1998. He was appointed Chief Meteorologist in 2014, a position he held for 12 years.

“The change in leadership represents a significant milestone for the CINWS and ensures organisational continuity,” said Chief Officer in the Cabinet Office, Samuel Rose. “Mr Powery is well known within the Cayman Islands community and highly respected across the region. His depth of institutional knowledge and steady leadership give us every confidence in the National Weather Service’s future. We look forward to working with and supporting him as he leads the organisation with professionalism, sound judgement and vision.”

Premier Hon. André Ebanks also congratulated Mr Powery, describing his rise through the ranks as a testament to home-grown talent and expertise in the Cayman Islands. “Having dedicated more than two decades to the National Weather Service, he brings extensive experience and a deep understanding of its operations to the role,” said Premier Ebanks. “His commitment and leadership will serve the organisation well as it continues the critical work of providing information that supports public safety and national resilience.”

Former Director General John Tibbetts, who has worked alongside Mr Powery for approximately 28 years, offered well wishes to his successor. “Kerry has stepped into the role of Acting Director General on numerous occasions, demonstrating the leadership and experience needed to guide the Service forward,” said Mr Tibbetts. “I am confident that the National Weather Service is in capable hands, and I wish Kerry every success.”

Reflecting on his appointment, Mr Powery expressed gratitude for the opportunity to lead the Service. “I am honoured to take on the role of Director General and grateful for the confidence placed in me. I would like to express my sincere appreciation to John and his predecessor Mr Fred Sambula for their leadership, guidance and the opportunity to embark on my meteorological career. I look forward to working with our dedicated team to build on our strong foundation and ensure we continue to meet the needs of our community.”
